~

Cliff Hall
Summit Contracting Delay
February 23, 1994

3

7. January 19-21, 1994: The CWCB Board Meeting and CWC meeting in progress.
No contact work could be done.

8. January 24 - February 3, 1994: Two documents had to be sent back to the
Borrower for signature and/or revision. The Borrower's signature was missing on the Deed
of Trust, and the Resolution required revision.

9. February 4 - February 17, 1994: Contact routing through the AG's office for
approval by attorneys representing DNR and Accounts and Controls.

10. February 17, 1994: Contract declared "Deficient" by David Kaye.

Cliff, I know this memo has already run on too long, but I wanted you to understand
the amount of work that has already gone into processing this tiny ($33,000) loan.
Considering all time involved by all players, my estimate of State cost is approaching $5000.
Needless to say, if the Credit Union operated in this fashion it would be out of business and
all the Directors would be in jail! I am not trying to put the blame on any other person or
agency, but it does occur to me that as a Bureaucracy of over 1000 employees we no longer
need any contact with the outside world, since we generate enough work internally to keep
ourselves busy.
.--Finally, bc.ffire David Kayc eame on board, I s8~m-te-recall that therewpr~ severe,.
Gontra('ting dpl~ys ~s ~ re~ylt of th~i.t-Wok the .~ office tG--fill-tl:1eir cONtract review
-PQsiti6fl. At the present time the CWCB Staff is in a similar position, and although not an
acceptable excuse, certainly explains the majority of the delay on this contract.

Thanks for your help,

John V.S.

C:\wpSl\SVMMIT,exp
