Thiebaud, private owner <br />Approval of a Construction Fund Loan to rehabilitate and enlarge the <br />Eureka #1 Dam. <br /> <br />BACKGROUND <br /> <br />Mr. Melvin Thiebaud of Cedaredge Colorado (located in Delta County), has submitted an <br />application for a loan to rehabilitate and enlarge the Eureka #1 dam, which he owns. The dam <br />is located on the Grand Mesa, and Mr. Thiebaud has estimated the total project cost to be <br />between $25,000 and $40,000. The exact loan amount that Mr. Thiebaud requests will be 75% <br />of the total project cost, in accordance with CWCB guidelines. <br /> <br />The Eureka #1 dam was originally constructed to a height of about 9 feet and a capacity of about <br />35 acre feet, although the 1910 decree calls for a dam height of 15 feet and a capacity of 85 acre <br />feet. The reservoir had not been used for many years, until Mr. Thiebaud replaced the outlet <br />pipe and added some fill in an attemp~ to strengthen the dam, in 1991. <br /> <br />The reservoir was filled in 1992, and the dam quickly became saturated and developed a slide. <br />This was due to leakage through rodent holes that were dug by the pesky critters while the <br />reservoir was out of service. <br /> <br />Jim Norfleet of the State Engineer's Office inspected the dam in 1992 and has been advising Mr. <br />Thiebaud concerning proper engineering repairs. Jim has also advised the owner that the <br />reservoir should be restricted to gage height 6 (2 feet below spill; about 21 acre feet capacity) <br />to avoid recurrence of the slide. The Eureka #1 is of "non-jurisdictional" size (less than 10 feet <br />high, less than 20 surface acres, and less that 100 acre feet) andmajor repairs have been done <br />without the requirement for approved plans and specifications. <br />
