Thiebaud <br />1490 2420 Dr. <br />Cedaredge, CO 81413 <br /> <br />RE: Rehabilitation of Eureka #1 Dam <br />Initial Loan Approval <br /> <br />Dear Mr. Thiebaud, <br /> <br />Concerning your application for a loan from the Construction Fund, I am pleased to inform you <br />that the Colorado Water Conservation Board (CWCB) has granted initial approval of your request <br />in the amount of $18,750 for the construction project. It is our understanding that these funds <br />will be used to rehabilitate and enlarge the Eureka # 1 Dam. <br /> <br />The CWCB also approved a loan term of 30 years at an interest rate of 4.0%. I have attached <br />a copy of the updated Board memo concerning the Eureka #1 Dam, Pleas~ refer to page 3 of <br />that memo and to the section "Action Taken by the CWCB, November 4, 1994". Your <br />Construction loan will be considered by the State General Assembly as part of the 1995 <br />Construction Fund bill, with passage expected in May 1995. Funds will be available about <br />July 1, 1995, provided we can negotiate a contract by that date. <br /> <br />The Board has given their initial approval subject to the following conditions: <br /> <br />a. An updated engineering cost estimate and financial statement are required. The cost <br />estimate must be accompanied by the plans and specifications upon which it is based, <br />You should also state why the selected alternative was chosen, and outline any permitting <br />or access problems you expect to encounter. The financial statement will be used to <br />establish your ability to pay. Bill Green of this office (303-866-3441) can provide <br />assistance and guidance, and will ultimately be reviewing the cost estimate and your <br />financial condition. <br /> <br />b. An approved contract must be in place before the construction work can proceed. Ms. <br />Ian Illian of this office will draft the contract in March or April of 1995, and will send <br />you a review copy upon request. Final contract documents will be sent to you for signing <br />
