Di v. 4, DAMID: 400229 <br /> <br />Dear Mr. Thiebau& <br /> <br />On June 8, 1992, I had an opportunity to perform an inspection of the Eureka <br />#1 Dam. The purpose of this letter is to describe my assessment of the <br />condi tions and advise you of basic principles of dam design ar.d cor.struction <br />in order to develop a satisfactory repair plan. <br /> <br />At the time of i r.specti on, the water level in the reservoir was at gage height <br />6.0, 2.0 feet below the spillway. This corresponds to a level 3.1 feet below <br />the lowest point in the darn' s crest. The elevation of the c=est varies <br />t.1u'oughout its lengt.'1., but provides only 1. 1 feet of f=eeJ:::oard at the center <br />pointof the darn. The minimum freeboard for a st...vucture of t..-u.s size should be <br />3. 0 feet. <br /> <br />A slide was oJ:::served on the downstream slope of the dam at a location <br />beginning 21 feet right of the outlet ar.c. exter.ding for a distance of aJ:out 30 <br />feet. The head of the slide was 2 feet below the crestar.d extends to t.~e <br />toe. Cracks THere also ol:served in the protion between the head of the slide <br />ar.d the crest running nearly parallel to the slide scarp. The slide ar.d <br />cracks were in the new fill material placed last year, but t..'1.e full dept..'1. of <br />weakness could not be determined. Enclosed is a sketch for your reference. <br /> <br />Before t.'1.e slide occurred, it was reported that w-ater was initially oJ:::ser.,ed <br />exi ting a rooent hole. On May 31, 1992 Kenny Mahannah, our Water Conunissioner <br />reported a slide had occurred in the area of the apparent rcdent activity. I <br />advised Kenny to lower the lake to avert total failure of the str..lcture. <br />After low-ering t.'1.e reservoir aJ:out 1 foot, Kenny reported water ceased to <br />bubble up at t..'1.e head of the slide. However, the water level continued to be <br />lowered down to gage height 6. 0 and the gate clcsed. <br />
