<br />elevation alpng the dam's crest, the freeboard above the spillway is inadequate.
<br />A minimum of three feet of freeboard is recommended. In addition, the spillway
<br />flows are di~ected along the toe of the dam resulting in saturation of the
<br />foundation in the area near the embankment. Saturation of the foundation at the
<br />toe of the embankment poses a possible threat to the stability of the downstream
<br />slope.
<br />
<br />Your proposal to excavate and recompact 2 feet of soil over the entire upstream
<br />face of the dam would eliminate shallow rodent diggings, but may not be
<br />sufficient in depth to eliminate deeper holes. Replacement of more than 2 feet
<br />of soil upstream would help to reduce the potential of leakage through any deeper
<br />holes.such as the one that currently exists.

<br />As I stated, repairs should be completed this fall to avoid uncontrollable
<br />~.filling of the reservoir above gage height 6.0 during spring runoff next year.
<br />f,I,f repairs cannot. be completed this year, I recommend you consider lowering the
<br />:H::i.spillway by excavating the channel down to gage height 6.0 as an interim measure.
