�: <br />Financial Plan <br />The total cost of the project is $95,000. $83,000 or approx. 90� <br />may come from a ioan with the Colorado Water Conservation Board, <br />and the remainder from the project sponsor, UPBCC. <br />The UPBCC is in strong financial condition, and currently has no <br />long term debt outstanding. <br />� A$83,000 CWCB loan at 2.25% interest over a 10-year repayment <br />period would calculate to an annual payment of $10,297. The loan <br />payment of $10,297 amounts to an additional assessment of $8.50 <br />per share or approximately $0.34 per acre feet diverted. The <br />$8.50 will be added to the existing share assessment of $65.00 <br />bring the UPBCC yearly assessment to $73.50 per share. This <br />increase will stay in effect throughout the duration of the loan. <br />The increased assessment will bring in the extra revenue needed <br />to cover the CWCB payment. This financial analysis should stay <br />consistent over the period of the CWCB debt retirement. <br />C� <br />I• <br />Collateral <br />l. The UPBCC can offer a collateral interest in assessments <br />collected from its shareholders to repay the debt, and the <br />project itself, if approved of the shareholders. <br />2. The UPBCC can offer as collateral, one payment in a <br />certificate of deposit account, to be held by the State <br />Treasurer, if approved by vote of the Board of Directors. <br />Institutional Considerations <br />The UPBCC needs authorization to borrow $83,000 from the CWCB <br />Emergency Infrastructure Repair Account. The loan, if approved, <br />from the CWCB will be contingent upon the successful negotiation <br />of a contract between the CWCB and the UPBCC.
