<br />PLAN <br /> <br />The pro}ect is to move the diversion upstream to a point <br />shown on exh1bit "A" upstream of the highway-railroad bridge. <br />This would gain 7ft in elevation which would permit lowering <br />the intake so that late summer flows would flow into the <br />diversion structure without the need of a dike. The Soil <br />Conservation Service (staff members Vance Fulton & R.E. <br />Florida) have prepared a survey of the planned diversion as <br />well as a preliminary sketch of the head-gate structure, <br />exhibits "D" & "E". The SCS is providing engineering and <br />field work services at no cost. The Upper Yampa Water <br />conservancy District has taken on itself the job of spear <br />heading this project both in terms of a major financial <br />contribution and overseeing the work. <br /> <br />FINANCIAL <br />Enclosed as exhibit "F" is a tabulation of diversions <br />through the Cary Ditch as well as the ownership. Two <br />ranchers namely Ron Murphy & Lawarence Murphy have the lions <br />share of the diversion namely 19 cfs. They are willing to <br />put up $10,000 each toward the project. The Soil <br />Conservation Service indicates that they would match the <br />$20,000 provided the money is there. They are presently <br />filing funding applications with SCS. Exhibit "G" is an <br />estimate of the construction costs. We are presenting two <br />financial programs as exhibit "H". One is wi thout C~~CB <br />participation and one with. The second requires a smaller <br />participation from Upper Yampa which would leave us funds for <br />another project namely a similar adverse impact with the <br />Brock ditch. Both programs contemplate grants from SCS and <br />the River District. Wes Signs, a Hayden resident and one of <br />the River District board members, will help with this matter. <br /> <br />The two ranchers would be responsible for the annual <br />debt service on the 35000 - 20 year loan. This would come to <br />$2575.00 per year. Upper Yampa would be responsible for <br />collecting this payment and forwarding it to CWCB. <br /> <br />We hope that alternative program II, will be recommended <br />to the Board for approval at your March meeting. <br /> <br />Sincerely, <br /> <br />John R.
