CWCB <br /> <br />Mr. Doug Kemper <br />c/o Mr. Jerry Steinmeyer <br />President, Wadley Farms III <br />Homeowner's Association <br />14685 Fillmore Court <br />Brighton, CO 80601 <br /> <br />RE: Rehabilitation of Wadley Dams 1,2,3 <br />Initial Loan Recommendation <br /> <br />Dear Mr. Kemper, <br /> <br />Concerning your application for a loan from the Construction Fund, I am pleased to inform you <br />that the Colorado Water Conservation Board (CWCB) has made an initial decision to recommend <br />your request for $500,000 to the General Assembly for consideration in the annual Construction <br />Fund Bill. It is our understanding that these funds will be used to rehabilitate Wadley Dams #1, <br />#2, and #3. <br /> <br />The CWCB approved a loan term of 30 years at an interest rate of 5.25%. I have attached a <br />copy of the updated Board memo concerning the Wadley Farms, Filing 3, Homeowners <br />Association. Please refer to page 3 of that memo and to the section "Action Taken by the <br />CWCB, November 7,1995". <br /> <br />The Board has made their initial recommendation subject to several conditions: <br /> <br />a. You must adhere to the CWCB Guidelines for Financial Assistance. A copy has been <br />provided to you previously 0 <br /> <br />b. A Feasibilitv Study is required. The study must include a written discussion of the <br />alternatives the Association has considered, and state why the selected alternative was <br />chosen. It must also include a description of the collateral the Association will offer, <br />written by the Association's attorney. John Van Sciver of this office (303-866-3441) can <br />provide assistance and guidance, and will be reviewing the study. A sample Feasibility <br />Study (and computer disk, Word perfect 5.1) is attached. The study must be in draft <br />form, and submitted to the CWCB by January 8, 1996, in order for your loan to receive <br />a final recommendation at the January 23, 1996 CWCB meeting. <br />
