The discussion was very helpful to us in better understanding the <br />project and the immediate problems of the V ouga Reservoir Association. <br /> <br />As we mentioned at the meeting, the completion of the feasibility study is the first step <br />in the process of enabling us to make a final determination of feasibility and an assessment of <br />the Vl~'s financial condition and ability to repay a Construction Fund loan. We would <br />therefore like to offer the following suggestions (in addition to my memorandum of April <br />14th) for completion of the study based on our discussion: <br /> <br />1. With regard to the proposed alternative for rehabilitating the dam, the description <br />of the alternative should include all existing and proposed structures, the operation of <br />those structures, and the estimated hydraulic capacities or flow rates. We had no <br />information on some of these items until our discussion yesterday. <br /> <br />2. We are still not clear on the VRA's participation in 25 percent of the total cost of <br />the project. A summary of all eligible costs incurred to date as well as future costs to <br />be paid by the Association would be helpful in estimating the actual amount of the <br />loan. <br /> <br />3. The resolution of financial and ownership issues with the other two members of the <br />Association is obviously going to be a major factor in the amount of a loan and in <br />finalizing a contract. It would be advisable to add a chapter to the feasibility report to <br />
