Lile, PE, <br />Director, ewes <br /> <br />(Updated February 7, 1997) <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: John Van Sciver <br /> <br />DATE: January 21, 1997 <br /> <br />SUBJECT: Agenda Item 8d., January 29-30, 1997, Board Meeting-- <br />The San Luis Valley Canal Company <br />Approval of a Construction Fund Loan in amount of $188,000 to reconstruct <br />a concrete check structure on the canal. <br /> <br />BACKGROUND <br /> <br />The San Luis Valley Canal Company (SLVCC), located in Rio Grande and Alamosa Counties, <br />has submitted an application for a loan to reconstruct a concrete check structure on the canal. <br />They request a loan of $188,000 (75 % of the maximum estimated total project cost of <br />$250,000). <br /> <br />The San Luis Valley Canal diverts water from the Rio Grande River approximately 3 miles east <br />of Monte Vista. There is a diversion structure on the river, and 2 concrete check structures on <br />the canal within 1.5 miles downstream of the diversion. During flooding, water often enters the <br />canal downstream of the river diversion. The purpose of the check structures is to prevent these <br />flood waters from flowing down the canal, destroying the canal, the headgates, and the <br />downstream regulating structures. (See attached map.) <br /> <br />These check structures are about 60 years old, and in poor condition. The company has adopted <br />a schedule for the replacement of canal structures, starting with the upstream check structure. <br /> <br />Preliminary engineering design work as well as a draft feasibility study have been completed by <br />Laurie Howell and Jeff Koster of the NRCS Alamosa Office. (The Preliminary Engineering <br />report is attached.) <br /> <br />The SL VCC held their annual meeting January 13, 1997, and voted to proceed with the project. <br />Construction is scheduled for fall 1997. <br />
