~~

~'

MEMORANDUM

TO: Bill Stanton, Bill Green, and File
FROM: John Van Sciv~v5'
DATE: March 16, 1995

SUBJECT: Inspection of the Goodhue Ditch, owned by the Goodhue Ditch and Reservoir Co.

On March 16, 1995 Jan Illian and I met with the following people to observe the completed
repair of the Marshall flume, and to tour other problem areas on the Goodhue Ditch:

Mr. John Mayhoffer, President Goodhue Ditch.
Mr. Pete Johnson, City of Lafayette, Board Member Goodhue Ditch.
Mr. Rich Koopmann, Boulder Co. Open Space, Board member Goodhue Ditch.
Mr. Bob (Red) Pherson, Ditch Rider, Goodhue Ditch.

In 1994 the Company submitted an application for funding ($19,000) to repair the Marshall
flume, which was leaking badly. This authorization was included in the 1995 Construction Fund
Bill, with funds to be available summer 1995. However, because of the severity of the problem,
the company had to complete the repair in the fall of 1994. The repair cost the company about
$15,600, and consisted of a rectangular poured-in-place concrete flume, which replaced the
previous metal flume. The work appeared to be of good quality.

We toured the ditch, and inspected the following problem areas:

1) Approximately 1000 feet of ditch, located upstream of the Highway 93 crossing (at
about station 8 to 9), is on a steep hill and leaks badly. The preferred repair alternative may
be to place the ditch in a pipeline through this section.

2) The Miller Lateral Diversion weir at station 110 is deteriorated and undermined. The
ditch is being relocated and piped below this section by a developer, due to construction on
adjacent ground. The hope was that the weir could be replaced as part of this project, at nominal
cost. The developer will be relocating the pipe in the fall/winter 1995.

3) The Coal Creek Diversion Weir at station 151 is deteriorated and undermined. The
entire structure needs replacement.

4) The pipe under the road to the Lafayette Co-housing development (station 89) is set
too low. The result is that water backs up above the upstream invert, and trash tends to plug
the pipe. Remedies could include resetting the pipe, and/or cqncrete lining the ditch
downstream, in the area of stations 89 and 90.

The company feels that the most pressing problem is replacement of the Miller Lateral diversion
