We, P.E. <br />Director, CWCB <br /> <br />FROM: John Van Sciver <br /> <br />DATE: October 18, 1994 <br /> <br />SUBJECT: Agenda Item 29n., November 3-4, 1994, Board Meeting-- <br />Goodhue Ditch and Reservoir Co. <br />Approval of a Construction Fund Loan in amount of $19,000 to replace the <br />Marshall Flume. <br /> <br />BACKGROUND <br /> <br />The Goodhue Ditch and Reservoir Company, located in Boulder County, has submitted an <br />application for funding of a project to replace a steel flume in the Town of Marshall. They are <br />requesting a loan in the amount of $19,000 (75% of the estimated $25,000 total cost). <br /> <br />The Company has evaluated their ditch system and has established a priority list of projects <br />which are to be completed through the year 2000. Replacement of the Marshall Flume is the <br />first priority. The steel flume is rusted out on the bottom and lower portion of the sides, <br />allowing significant seepage losses and making it difficult or impossible to service users at the <br />end of the ditch. <br /> <br />The Goodhue Ditch has a capacity of approximately 75 CFS, and has diverted an average of <br />1937 Acre Feet per year for the past 10 years. <br /> <br />DISCUSSION <br /> <br />This project will promote conservation of existing water rights, and will allow the Company to <br />place a greater portion of their water to beneficial use. <br /> <br />Because of the small size of this project, the Staff has not required a formal feasibility study. <br />However, the Company has been requested to provide an engineering cost estimate for <br />replacement of the flume, as well as conceptual plans and specifications upon which the estimate <br />was based. <br /> <br />The Company will use the priority list of projects developed for this application as a basis for <br />future applications for construction Fund Loans. <br />
