Van Sciver

1580 Logan St., Suite 750

Denver, CO 80203

Dear Mr. Van Sciver:

I'm Jim Braiden, 19550 C.R. 10.75, La Jara, CO 81140 (719)274-5222, email-Iwjak@fone.net.

I'm inquiring on behalf of myself and two other water users on the non-incorporated EI Viejo Ditch,
priority #1, water district 21, of the Alamosa River, . Between the three of us we have the rights to about
92% of the 14.4 c.f.s. irrigation water decreed to this ditch and are all on its lower reach.

We've been working with Pete Gallegos, of the local NRCS office, and have a completed plan to replace
much of the present open ditch with a pipeline. The project rated high with EQUP and we were
approved for 75% cost share but their limited funds made it a cost share nearer 45%. We would like to
apply for a loan the following:

$50,000 to further fund the project construction

$25,000 for a needed right-of-way

$ 8,000 for measuring devices for all ditch water turnouts.

$ 2,000 to incorporate the ditch.

Questions:

1. As members of a non-incorporated ditch, would we be considered for a loan?

2. If so, can we apply as a group or need we apply as individuals? Would each of us be required to
furnish a financial statement?

As I understand it, we have only a short time to get our application in before the deadline to be
considered for a loan this years. Any assistance you would be able to offer to help our application along
will be appreciated.

8/1/2003
