"
,~
"

".

Mr. Kent Gumina
November 28, 1994
Page 2

consideTed, but this aquifer has not been proven as a reliable long-term supply and an
augmentation plan must be approved by the Water Court before the well could be
used. This approval could take up to two years. The Arapahoe aquifer is the best
choice for a long-term supply that can be put on line by the summer of 1995. It is
expected that an Arapahoe well could produce 200 to 400 gpm. There is no known
outside source of water that could be brought into the Town as there are no nearby
water districts or surface water supplies.

The need to obtain an early commitment for funding from eWCB and other sources is
due to the condition of the existing water supply and the scheduling to drill and equip
a new well. The sooner a commitment is obtained, the sooner interim financing can
be finalized and contracts signed for the required work. It should be noted that a well
such as the 2,1 OO-foot well required can only be drilled by two or three local
contractors who are very busy at present. The Town proposes to drill a deep
Arapahoe aquifer well. The expected construction schedule for this is approximately
six months. The schedule and dates are summarized below. It is imperative that the
Town have this water supply on line by June 1995 to meet the expected summer
demands.

.

December 5, 1994

Authorization to begin design of the well.
(Upon funding confirmation) .
Design complete. Submit specifications to
funding sources for review.
Begin advertisement for bids.
Authorize pump station design.
Well review complete.
Open bids.
Begin well construction.
Pump station and well pump design complete.
Submit to funding and Colorado Department of
Health for review.
Begin advertisement for bids for pump station.
Pump station review complete.
Open pump station bids.
Begin pump station construction. (Estimate
1 05-day contract)
Drilling of well complete.
Testing and well report complete.
Construction complete. Well operational.

As you can see, funding is necessary as soon as possible so the Town will have a
dependable new source of supply by the peak summer demand period in 1995. There
are several alternate sources of funding for the Town, and each carries its own
benefits and obligations. The Town requests that you expedite the grant fund review
to its earliest possible moment. Therefore, on behalf of the Town of Elizabeth, we are
requesting that the funding be provided as soon as possible for this pToject.

.

December 19 ~ 1994

.

December 19, 1994
January 3, 1995
January 5, 1995
January 10, 1995
February 13, 1995
February 27, 1995

.

.

.

.

.

.

February 27, 1995
March 5, 1995
March 10, 1995
March 20, 1995

.

.

.

.

April 3, 1995
April 17, 1995
July 1, 1995

.

.
