CWCB <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: John Van Sciver <br /> <br />DATE: November I, 1994 <br /> <br />SUBJECT: Agenda Item 29s., November 3-4, 19943, Board Meeting- <br />Town of Elizabeth <br />Approval of a Construction Fund Loan to construct a new well. <br /> <br />BACKGROUND <br /> <br />the .Town of Elizabeth (located in western Elbert County), has submitted an application for a <br />loan to construct a new well to supplement 2 existing Town wells. The project would include <br />the pump and all pipe necessary to connect the new well. to the existing distribution system. <br /> <br />The Town has requested a loan in the amount of up to $437,250 (75% of the estimated total <br />project cost of $583,(00). The Town is also pursuing a grant from Local Affairs in amount of <br />$250,000. (If the grant is obtained, the Town will ultimately borrow only $350,000. However, <br />the grant is not assured at this time, and the Town wants to have sufficient funds authorized to <br />cOmplete the project.) . <br /> <br />The Town hired Meurer & Associates to evaluate and update the 1988 Water and Sanitary Sewer <br />System Master Plan for the Town of Elizabeth. Their evaluation indicated that the 2 existing <br />wells do not provide an adequate supply for the current Town population, let alone for <br />anticipated growth in the next several years. IiI the summer of 1994, high demand resulted in <br />Town reservoirs being nearly emptied, so that water restrictions bad to be imposed. Had there <br />been a fIre, or bad one of the existing wells gone out of service, there would have been no way <br />to meet the demand. <br /> <br />A number of new subdivisions have been approved forwestem Elbert County, at least one of <br />which is adjacent to the Town's boundary. These subdivisions (lot size as small as 2.5 acres) <br />will obtain their water for the Lower Dawson aquifer, using individual wells. The Town's 2 <br />existing wells are in the Lower Dawson, .and there is concern that new subdivision wells will <br />lower the water table, and reduce the capacity of the Town's existing wells. For this reason, the <br />new well is planned for the Arapahoe aquifer. <br />
