Approval was given <br />November 4, 1994, for the purpose of constructing a new well and related facilities for the Town. <br />The loan term is 30 years and the interest rate of 5%. <br /> <br />This loan authorization has been included in the 1995 Construction Fund Bill, with passage <br />expected in May 1995. Funds will be available to the Town .about July 15, 1995, after the formal <br />loan contract has been approved. <br /> <br />The construction fund exists to help fmance raw water projects, similar to the one planned by the <br />Town of Elizabeth. The construction fund is separate from the State General Fund, and already <br />contains sufficient funds to cover the Town's authorization. The State Legislature has historically <br />approved all projects recommended to it by the CWCB. <br /> <br />Mike Serlet of this office has met with Dean Salisbury of the Town of Elizabeth and has received <br />a briefing on the project. Mike will coordinate directly with the Town and with the Town's <br />engineering consultants, and will make site inspections as construction proceeds. 'Should the <br />Kiowa State Bank provide bridge loan fmancing, I have directed Mike to sign off on all pay <br />requests by the contractor, before funds are released. <br /> <br />Sincerely, <br /> <br />9h~t <br /> <br />Daries C.
