We, P.E. <br />Director, CWCB <br /> <br />Mr. Kent Gumina <br />Colorado Department of Local Affairs <br />Fort Morgan, CO 80701 <br /> <br />RE: Town of Elizabeth Initial Loan Approval for Municipal Well Construction <br /> <br />Dear Mr. Gumina, <br /> <br />The Colorado Water Conservation Board (CWCB) recently gave initial approval to the Town of <br />Elizabeth for a loan in the maximum amount of $437,250. Because of the urgency of the <br />conditions surrounding the Town's water supply, the CWCB accepted the Town's loan application <br />after the August 3 C 1994 deadline. The project will be recommended to the General Assembly <br />in next years construction fund bill with a note that it will be a loan to refinance a project that <br />has already been constucted. <br /> <br />The Town plans to drill the well in the spring of 1995 and then pay off their short term financing <br />in July 1995, with the proceeds of their CWCB loan. We will of course be involved in the <br />bidding and contractor selection process, and will make inspections during construction to ensure <br />the project is properly constructed in accordance with our guidelines. The town has assumed any <br />risk that the project will not be approved by the General Assembly. <br /> <br />In recommending this project to the Legislature, the CWCB considered the following special <br />conditions: <br /> <br />1. The Town had just experienced a summer season in which water supplies had come <br />dangerously close to exhaustion. <br /> <br />2. The Town's current water supply is inadequate for fire protection. <br /> <br />3. The Town's wells are old and of questionable dependability. <br /> <br />4. The Town is being encroached upon by surrounding subdivisions which will be tapping <br />the same aquifers currently used by the Town. <br />
