<br />~ <br /> <br />Attachment A, 2 pages <br /> <br />Water Supply System <br /> <br />This water supply system, belonging to the Colorado Department of <br />Corrections (CDOC), is adjacent to a minimum security facility, known as <br />the Rifle Correctional Center (RCC), and serves not only RCC, but also the <br />Division of Wildlife's field residence and the Division of Parks and Outdoor <br />Recreation headquarters and campground, the later being located at the Rifle <br />Gap State Recreation Area. The system consists of a well-field, water <br />treatment facility, irrigation and diversion ditch, measuring and monitoring <br />devices, an augmentation reservoir (RCC Reservoir No.1), piping, and <br />associated appurtenances. <br /> <br />The well field consists of six (6) decreed wells, of which only one (1) is <br />permitted and in production. Efforts are on-going to develop several other <br />decreed wells into production sources. The one (1) well currently producing <br />is being replaced, for purposes of production; but, will be maintained as an <br />exempt status well for purposes of fire protection. <br /> <br />Well depletions are augmented by releases from RCC Reservoir No.1, in <br />the non-irrigation season, and by in-stream flows during the irrigation <br />season, made possible by two (2) change cases - W-3758 and 97CW60, that <br />have dried up portions of the 71.3 acres of historically irrigated acreage <br />under the Heinze ditch. <br /> <br />Treated water is distributed to each agency under the terms and conditions of <br />a Memorandum of Understanding, entered into by the three (3) agencies in <br />March of 1996. <br /> <br />In the near future, the Division of Parks and Outdoor Recreation plans to <br />develop an independent water system, with the exception of continuing to <br />use its irrigation water under 97CW60 for irrigation of an acre of lawn at the <br />state recreati on area. <br /> <br />The system has a proven, reliable water source/right; but, due to higher than <br />anticipated seepage, the augmentation reservoir has not been capable of <br />meeting the well depletions while maintaining the required fire flow storage. <br />This loan will address this problem. <br />
