<br />~ <br /> <br />.... <br /> <br />;;;- <br /> <br />Attachment F, 1 page <br /> <br />Funding Sources <br /> <br />The Colorado Department of Corrections has looked into several options for <br />seeking funding to effect this relining effort. Part of the funding <br />(approximately 25%) is being made available from the original Capital <br />Construction project for the expansion ofRCC (P9569) and a contribution <br />being made to the project by the Division of Parks and Outdoor Recreation. <br />The balance is anticipated to come from the CWCB loan. Other options <br />reviewed included 1.) seeking a Treasury loan; 2.) seeking a new Capital <br />Construction project; 3.) requesting a supplemental to the original Capital <br />Construction project; and, 4.) using the bonding authority of the Division of <br />Correctional Industries. The Treasury loan proves to be more expensive and <br />has several spending limitations that would hinder expediting this project. <br />Given the State's current revenue shortfalls, the third and fourth options <br />would be competing with all the other critical needs of the State and would <br />not receive the support of the Governor's office had they been pursued. The <br />last option, like the first, has timing and spending limitations that won't <br />allow it to meet the needs of this project. <br /> <br />This project is not eligible for known grant or loan programs. <br />
