<br />.\. <br /> <br />-- <br /> <br />Attachment C, 1 page <br /> <br />Project Statement <br /> <br />As identified in Attachment A, the seepage experienced at the reservoir, has <br />been higher than anticipated. Due to the experienced rate of seepage, the <br />reservoir cannot both meet its augmentation release requirements and <br />provide fire flow storage. The Division of Parks and Outdoor Recreation <br />has recently filed another water court application and intends for the <br />reservoir to serve as the location for storing augmentation water for that <br />decree as well. At the reservoir's current rate of seepage, this would not be <br />possible. <br /> <br />This project will retrofit the reservoir with a double liner, consisting of a <br />synthetic liner above or below a bentonite-amended soil liner. The double <br />liner system would then be covered with native soils to retain moisture and <br />protect the synthetic from UV and animal caused damage. With an <br />anticipated seepage at or below 10 times 10-8 em/sec., this will allow the <br />reservoir to maintain the required fire flow for RCC, as well as serve as the <br />augmentation storage location for the new Parks application - 02CW150. <br />
