<br />'. <br /> <br />Introduction <br /> <br />The City of Fort Collins and Larimer County have prepared this Colorado Water Conservation <br />Board (CWCB) Construction Fund Loan Application for the Dry Creek Floodplain, Fort Collins, <br />CO., in accordance with Appendix I of the Water Project Construction Loan Program, <br />Supplemental Guidelines for Floodplain Project Funding, Revised August 1994. <br /> <br />The application describes the activities to be carried out with assistance provided under the <br />Construction Loan Program. The proposed project is consistent with the purpose of the Loan <br />Program with regard to supporting a project that will lessen the risk of flood damage to life and <br />property. In addition to reducing flood threats, the proposed project is designed with a <br />recognition of the incorporation of the natural and beneficial values of floodplains and it will <br />contribute to the environmental preservation of the project area. The proposed project is based on <br />the principles of "multi-objective management". <br /> <br />The project has been designed using accepted engineering standards and methodologies and <br />includes the use of natural materials for project implementation. In addition, the proposed plan is <br />consistent with the comprehensive strategy for mitigation activities for the area affected as <br />adopted by the City of Fort Collins and Larimer County. <br /> <br />The proposed project is an eligible floodplain project as outlined in the CWCB Appendix I <br />Guidelines. The project is a combination "Flow Conveyance and Channel Improvement Project" <br />and "Flood Hazard Mitigation Project" which includes modification of existing stream channels <br />to reduce flooding and erosion, as well as using structural floodplain management measures to <br />construct a naturalistic flood-flow channel. <br /> <br />Community Description. <br /> <br />Fort Collins is located along the banks of the Cache La Poudre River in eastern Larimer County, <br />Colorado where the foothills of the Rockies meet the Great Plains, at an elevation of 4,979 feet <br />above sea level. Fort Collins is located approximately 60 miles north of Denver. <br /> <br />Fort Collins became incorporated in 1873 and has grown rapidly, from approximately 1,376 <br />residents in 1880 to approximately 56,800 in 1975, to a current (1995) estimate of nearly <br />100,000. Fort Collins is at the northern edge of the rapidly growing Front Range of the Colorado <br />Rocky Mountains. The City currently (1994) covers approximately 44 square miles of area. <br /> <br />1 <br />
