Introduction and Overview <br /> <br />Several sponsoring parties have organized the Upper Colorado River Basin Study to <br />collaboratively explore and seek to design solutions to water quantity and quality issues <br />affecting the Upper Colorado River Basin that are related to existing water use, land <br />management activities, and expected growth and related water use and land management <br />activities in the front Range and the West Slope. <br /> <br />For the purposes of this Work Plan, the Upper Colorado River Basin is defined as the <br />Colorado River Basin above the Kremmling gage. The sponsoring parties include Grand <br />County, Summit County, the Colorado River Water Conservation District, the Middle <br />Park Water Conservancy District, Denver Water, the Northern Colorado Water <br />Conservancy District, and the Water Quality/Quantity Committee. <br /> <br />The specific issues to be addressed in this study are directly related to competing needs <br />for the limited water resources originating in the Upper Colorado River Basin. These <br />issues include: <br /> <br />. Existing and future municipal and industrial water demands within the Upper <br />Colorado River Basin and the front Range. <br /> <br />. Water quality within the Upper Colorado River Basin including wastewater treatment <br />plant needs, abandoned mine sites (as reflected by existing data), and nonpoint source <br />pollution. <br /> <br />. Water quality and stream flows at the Kremmling gage that may be used to evaluate <br />the downstream effects of water uses and in-basin land management. <br /> <br />. Instream flow needs for fisheries and recreation and reservoir levels necessary to <br />support recreation and tourism within the Upper Colorado River Basin. <br /> <br />. Preservation of irrigated agriculture within the Upper Colorado River Basin. <br /> <br />The Upper Colorado River Basin Study will be conducted in three phases. Phase I is the <br />development ofa detailed scope of work for the Study (this draft Scope of Work <br />constitutes a part of Phase I). Phase II will be the information and analysis tool <br />development .portion of the Study as defined in the final Scope of Work. Phase III will <br />be a collaborative effort among the Parties to seek solutions to the issues identified using <br />
