.,

UPCO Scope of W ork Modific~tions

February 17,2000
Page 2

water users were unable or unwilling\to provide any meaningful level of information on
their water rights.. Hydrosphere therefore had to develop this information independently..
this additional effort included developing estimates of historical daily demands based
upon census and land )Jse records. Daily demand records for recent" years were not in
electronic form and had to be hand entered. Several trips to the State Engineers Office
were required to obtain over 100 water rights decrees and augmentation plans. Th~se
documents had to be reviewed and interpreted to provide detailed operation information
for input to P ACSM. Projected future demands, which were only available in monthly or
annual amounts, had to be disaggregated to a daily time-step, based upon current and
historical daily demands. .,

Hydrosphere had original.ly planned to prepare a memo summarizing the information
collected about in-basin water supply systems. However, due to the greater level of detail
required for PACSM, the scope of this effort had to be expanded to include preparation of
detailed operating memoranda and node descriptions for each in-basin water supply
system. These operating memoranda will then be returned to in-basin providers for
review. This will allow in-basin users to confirm their water use and portfolios. Once
confirmed, this will ensure that the model is based on accurate information. These
memoranda will also help stakeholders in the solutions phase und~rstand the big picture
of water use in the basin.

Task 7: Specify PACSM Modelin,9 Scenarios

Originally, three P ACSM scenarios were defined to represent one existing and two future. I
,
demand scenarios for the Denver Water s~stem: With the incorporation of West Slope
water supply systems into P ACSM, it will be. necessary to conduct a more detailed
- review of operating a~sumptions to define the We.st_Slope components of these scenarios.

Please feel free to call me at (970) 468-0295 x 117 or Lane Wyatt at x 116 if you have any
questions or need any additional information. .
