Northwest Colorado Council of Governments Agenda Item 12d. January 26-27, 2000 (Updated February 4,2000) Discussion The cost to complete Phase 1, Phase 2, and to initiate Phase 3 of the project/study is $201,000. NWCCOG has obtained $168,000 in funding to date, and needs $33,000. Grants from larger contributors have been between $28,000 and $50,000 in size. While the focus of project/study is the area encompassing Summit and Grand Counties, other areas of both the west and east slopes area involved. A grant from the CWCS in amount of $25,000 would be similar in size to grants from other major contributors. Grant funding would be used to help complete Phase 2 tasks of the project/study. This project/study is best described as water resource planning on the local level. The Severance Tax Operational Account is intended to help fund this type of planning, and would be the source of the funding. $25,000 remains in this account for FY 99-00. The project/study is currently under way, and the funding is needed to cover costs and expenditures through June 2000. Recommendation Staff recommends a grant in amount of $25,000 to the Northwest Colorado Council of Governments for completion of Phase 2 of the Upper Colorado River Project Study. Funding would come from the Severance Tax Operational Account. Staff further recommends that approval of the grant be contingent upon CWCS Staff approval of the revised Phase 2 Scope of Work.
