<br />Grant Application - CWCB Construction Fund <br /> <br />Fonn Revised December 16, 1999 <br /> <br />encompasses the upper Colorado River and its tributaries in Summit and Grand Counties <br />to the Kremmling gage. The project includes the towns and wastewater treatment <br />facilities in the counties. <br /> <br />4. Please provide a brief narrative description of the proposed project or study including <br />purpose, need, facilities, and service area. (Attach separate sheet, if needed.): <br />Concept Paper Attached. <br /> <br />5. Please explain why you are requesting a grant, instead of a loan. (The <br />Construction Fund exists primarily to provide low interest loans for the construction or <br />rehabilitation of Raw Water Projects. Grants are approved only when the project or study <br />is of State interest and benefits a wide range of people and organizations, and/or a large <br />geographical area. The applicant(s) must also show that they are financially unable to <br />repay a loan): <br />NWCCOG does not have taxing authority. Its funds are dues-based. Though, <br />NWCCOG initiated the project, it cannot provide significant amounts of money to the <br />project. The financial sponsors, mentioned above, have already contributed <br />approximately $120,000 and the project received a $50,000 grant from Department of <br />Local Affairs. However, due to unforeseen complications in gathering in-basin water use <br />data, the project is projected to run over-budget by $32,972.00. <br /> <br />6. <br /> <br />Will the acquisition of additional water rights be necessary?
