P.E. <br />Director, CWCB <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: John Van Sciver <br /> <br />DATE: February 1, 1996 <br /> <br />SUBJECT: Agenda Item 109., January 24-25, 1996, Board Meeting-- <br />The Town of New Castle <br />Approval of a Construction Fund Loan in amount of $266,250 to rehabilitate <br />the Town's Raw Water Pipeline. <br /> <br />BACKGROUND <br /> <br />The Town of New Castle (located in Garfield County), has submitted an application for a loan <br />to rehabilitate the Town's raw water pipeline. They are requesting a loan in the amount of <br />$266,250 (75% of the estimated total project cost of $355,000). <br /> <br />The purpose of the project is to rebuild the remaining 2800 feet of the Town's existing raw <br />water pipeline which brings water from East Elk Creek to the Water Treatment Plant. The <br />Town has already rebuilt 1035 feet of the line (cost $92,000), and rehabilitated the pre- <br />sedimentation pond ($35,000), all at its own expense. All work was done in accordance with <br />plans and specifications developed by the Town's Engineer. <br /> <br />The project is located about 1.5 miles north-west of downtown New Castle. The existing <br />pipeline was rebuilt in the 1980's during the energy boom years. The part of the line to be <br />replaced is only 8" in diameter, and is constructed of thin wall PVC at shallow bury depths (it <br />is actually exposed in some locations.). The line is too small, and is subject to freezing and <br />breakage. There is no other raw water pipeline to supply the Town in an emergency. <br /> <br />The new pipeline will be 16" in diameter, and will be installed at a depth of about 5 feet. It will <br />be built primarily along the easement of the existing line, except where it passes through a <br />subdivision, at which point it will follow existing roads. <br /> <br />Preliminary engineering design work as well as a draft feasibility study have been completed by <br />Jefferey S. Simonson, P.E. (SGM Engineers/Surveyors, Glenwood Springs), and by Mike Blair, <br />New Castle Town Planner. Portions of the study are attached. <br />
