IOS.

C. Why this Alternative was Selected:

1. Alternatives considered:

a. Don't build the project.

b. Replace the 8" Raw water pipeline and upgrade the pre-sedimentation
basin, raw water pipeline is 3835 feet in length, from the East Elk Creek diversion
and presedimentation pond, to the Town's water treatment plant.

c. Develope a new water source th~t can be used to supplement the existing
supplies, construct a well field somewhere in the Elk Creek valley north west of
the town. To obtain a high yielding source this would involve drilling 3 to 4 wells
at depths of 50' to 100'. Because of the shallow depths, it is likely that the wells
will be subject to surfilce water effects and will require treatment schemes beyond
typical wellfield chlorination. In filet, it is anticipated that a small packaged water
treatment plant will accompany the well field development.

2. Evaluation of Alternatives: + are positive factors. - are negative factors.

a. Don't build the project:

+ The Town will incur no additional expense for the delivery of raw water to their
water treatment plant.

- The Town will have to rely on its existing, undersized, non competent raw water
supply pipeline.
- The Town does not have sufficient water for current users let alone projected
population growth.

The alternative is feasible. It also leaves the Town subject to water shortages and
an incompetent water supply system.

b. Replace the 8" Raw water pipeline and upgrade the pre-sedimentation
basin.

+ The Town will be able to pre-treat and deliver the raw water necessary to keep
up with system demand.
+ The Town will have a reliable raw water delivery system.
+ The Town will have the water it needs for project~d population growth.
