<br />Feasibility of a Phased Raw Water System for Rid~ay. Colorado <br /> <br />Project Sponsor <br /> <br />Ridgway is an incorporated Colorado Municipality located in Ouray County. <br /> <br />Project Service Area <br /> <br />The effective service area for Phase One of the project will be 18 acres of improved (various ballfields) <br />parkland within Ridgway Town limits. Build out of the raw water system (phase Two) will serve <br />Ridgway's residential area. This feasibility study and application address Phase One only. <br />(See Appendix A) <br /> <br />Need for the Project <br /> <br />Ridgway received an 18 acre parcel of land as an unrestricted donation in August of 1998. In the Spring of <br />2000 Ridgway plans to develop this property with football, baseball, and soccer fields in addition to <br />general parkland. Based on known irrigation needs for our existing three acre Town Park, it will be <br />impossible to effectively irrigate 18 acres with treated water given the current capacity of our treatment <br />plant. <br /> <br />Phase One will establish a raw water line paralleling the existing treated water line. The raw water line <br />will extend from Town reservoirs, bypass our treatment plant and extend approximately into Town and the <br />18 acre parcel. <br /> <br />Provisions will be made to facilitate future expansion where the new raw water line enters Town. Ridgway <br />anticipates applying to the Colorado Water Conservation Board for a Phase Two loan in 2002. <br />Completion of Phase One will make development of the 18 acre park possible. Completion of phase two <br />will supply raw water to Ridgway's residential area and effectively increase water treatment plant capacity <br />by 65% --delaying expansion by about 10 years and permanently removing the burden of treating water to <br />be used for irrigation. <br /> <br />Alternatives Evaluated <br /> <br />A range of alternatives were considered including: 1) No Action, 2) Expand current treatment system and <br />use existing pipe, 3) Build reservoirs on town parks to fill irrigation needs, or 4) Build an oversized raw <br />water pipe into town to accommodate current and future irrigation needs. <br /> <br />A subjective evaluation of the alternatives follows: <br /> <br />-5- <br />
