Box 10 <br />Ridgway, CO 81432 <br /> <br />Colorado Water Conservallo;, .c',,":' <br /> <br />BI)" !3rnok::i <br />Executive DIrector <br /> <br />RE: EIAF #3938 - Raw Water System <br /> <br />Dear Mayor Willits: <br /> <br />The state Energy and Mineral Impact Assistance Advisory Committee met recently in Trinidad to <br />review requests for grants and loans from state severance tax and mineral lease revenues from <br />oil, gas, carbon dioxide, coal and metals extracted in Colorado, . <br /> <br />The committee recommended partial funding for your project. I concur with the committee's <br />recommendation and am offering to enter into a contract for a grant in the amount of $200,000. <br />While the department is not able to loan Impact funds for your raw water project based on statutory <br />restrictions. I am willing to provide an Impact loan of up to $87,000 for either treated water or <br />sewage system improvements, This will make town funds budgeted for these system <br />improvements available to address funding the proposed raw water system. <br /> <br />These grant funds and any loan funds will be from state severance tax proceeds which may cause <br />you to go to election to receive- and spend these funds. A loan may also trigger an election. You <br />should confer with your legal a,nd budget advisors to determine if an election is necessary. <br /> <br />Please contact Ken Charles at (970) 247-7311 for information on how to proceed. As you know, <br />no state funds should be obligated before a grant contract is fully executed.
