January 10, 2007 Mr. Rick Brown Interstate Water Management Development Section Colorado Water Conservation Board 1580 Logan Street, Suite 1600 Denver, Colorado 80203 Subject: Water Supply Reserve Account 2007 Grant Application Dear Rick: Enclosed is a grant application from the Arkansas Basin Roundtable (ABRT). At the November 8, 2006, ABRT membership meeting, the membership unanimously approved the recommendation of our Needs Assessment Subcommittee to request $50,000 in funding under the Water Supply Reserve Account, specifically, from our Basin account. I have enclosed a copy of the actual motion for development of a needs matrix to assist our Needs Assessment Subcommittee in completing our charge under House Bill 1177 to further develop the needs assessment for our basin. As you are aware, we have internally adopted this SWSI I report for our preliminary needs assessment. Also enclosed is a copy of the request we submitted to Russell George, Director of Compact Negotiations, for HB 1400 Donor Funded Assistance and CDM to work with our Basin Roundtable Needs Assessment Committee to collect data and reports, and if approved by CWCB, contracting with the United State Geological Survey in developing our needs matrix. A work matrix of how we see the project coming together in a collaborative manner is included as well. In closing, we feel this will be an important tool for our Needs Assessment Committee to complete their charge and actually could provide assistance or serve as a model for other Basin Roundtables.
