SOUTHWEST BASINS ROUNDTABLE <br />STEVEN C HARRIS, CHAIR <br />% Southwestern Water Conservation District <br />841 East Second Avenue <br />Durango, Colorado 81301 <br />970-247-1302 <br />EMAILED January 11, 2007 <br />Mr. Rick Brown <br />Chief, Intrastate Water Management and Development Section <br />Colorado Water Conservation Board <br />1580 Logan Street, Suite 600 <br />Denver, Colorado 80203 <br />SUBJECT: Water Supply Reserve Account Applications for the Southwest Basins <br />Roundtable <br />Dear Mr. Brown: <br />The Southwest Basins Roundtable (Roundtable) is pleased to submit two applications, of <br />five considered, for Water Supply Reserve Account (Account) funding for consideration <br />at the March, 2007 CWCB Board Meeting. Both applications received unanimous <br />approval by our roundtable during its January 10, 2007 meeting at the Dolores Water <br />Conservancy District Offices in Cortez. This letter serves as the Roundtable?s <br />introduction and support for the applications described below and attached. <br />The evaluation process consisted of providing the completed applications to the <br />Roundtable for review one week prior to the meeting. During the Roundtable meeting <br />each of the applicants were allowed to present their application. After each presentation, <br />the Roundtable members asked the applicant questions. The meeting minutes summarize <br />the discussion of the applications. <br />After lengthy discussion on all of the applications and thorough review of the content of <br />the applications in relation to the CWCB criteria, the San Juan Water Conservancy <br />District and Goodman Point Water Association applications were unanimously approved <br />for funding. Though all applications met important needs in our basin, the two approved <br />at this time, were exceptional both in the content of the applications and the need for the <br />projects. The justification for each project is explained below. <br />Since these are the first set of applications submitted to the CWCB for SB179 funding, <br />the Southwest Basins Roundtable requests that the CWCB Interstate Water Management <br />and Development Section work with our Roundtable and the applicants to further develop <br />the enclosed applications so that they have the best opportunity to be approved for <br />funding during the CWCB Board Meeting in March. We welcome any suggestions you <br />have to improve these applications. <br />
