Creek. The improvements will include fish stocking and/or stream habitat improvements, The
specific mitigation will be determined by the DOW in consultation with the CWCS and Trout
Unlimited. The $3,000 annual contribution will be adjusted every three years for inflation based
upon a mutually acceptable index.

Implementation of the above mitigation measures will allow the 22 gallon per minute stream
depletions to take place while continuing to preserve or improve the natural environment to a
reasonable degree,
