There are in a way instream flows on the North Platte and its
tributaries, as the senior water rights are at the lower end of the rivers. Instream flows
below any existing structures, I feel may interfere with the beneficial use of the water
users along the North Platte and its tributaries, and may also interfere with the right to
develop water under the current U.S. Supreme Court decree present and future.

Sincerely,

.

;J I'.J 1'(.
