The
meetings will serve to expand upon the input received from the Glen Canyon Dam Adaptive
Management Program meetings and the recommendations of the Adaptive Management Work
Group (AMWG), a federal advisory committee. Oral and written comments will be accepted at the
meetings to be held at the following locations: January 4,2007 in Phoenix, Arizona; and January 5,
2007 in Salt Lake City, Utah.

Written comments on proposed development of the Long-Term Experimental Plan may be
sent by close of business on Wednesday, February 28, 2007 to: Regional Director, Bureau of
Reclamation, Upper Colorado Region, Attention: UC-402, 125 South State Street, Salt Lake City,
Utah 84318-1147, faxogram at (801) 524-3858, or e-mail at GCDExpPlan@uc.usbr.gov.

Environmental Protection Agency

71 Fed. November 21. 2006
FWS announces a 90-day finding on a petition to list the Columbian sharp-tailed grouse
(Tympanuchus phasianellus co/umbianus) as threatened or endangered under the Endangered
Species Act of 1973, as amended (ESA). Historically, the Columbian sharp-tailed grouse's range
extended westward from the continental divide in Montana, Idaho, Wyoming and Colorado to
northeastern California and eastern Oregon and Washington; southward to northern Nevada and
central Utah; and northward through central and British Columbia. FWS finds that the petition
does not provide substantial information indicating that listing the Columbian sharp-tailed grouse
may be warranted. Therefore, the agency is not initiating a further status review in response to this
petition. FWS asks the public to submit any new information that becomes available concerning
the status of the Columbian sharp-tailed grouse or threats to it. The finding announced in this
document was made on November 21, 2006. Comments and information concerning this finding
may be submitted until further notice.

71 Fed. Reg. 75215. December 14.2006
FWS announces two 90-day findings made under the ESA. One finding concerns a petition
to remove Uinta Basin hookless cactus (Sc/erocactus g/aucus) from the List of Endangered and .
Threatened Plants, and the other a petition to list Pariette cactus (Sc/erocactus brevis pinus) as a
threatened or endangered plant. The current S. g/aucus species is endemic to western Colorado,
and S. brevis pin us (the third species formerly recognized as S. g/aucus) is a morphologically unique
species that occurs in the Pariette Draw drainage in the central Uinta Basin, Utah. Until recently,
these species were considered one taxonomic entity, so the petitions are being considered
concurrently in this notice.

7
