<br />September 12, 2002, allows the Board to recommend funding for various projects including for "any <br />instream flow acquisition, river restoration construction project, or study that it determines would mitigate <br />the effects of an existing water supply facility and furthers the purposes of the Fish and Wildlife . <br />Resources Fund." <br /> <br />Staff retained a consultant to develop grant administration materials for the use of the Fish and Wildlife <br />Resources Fund (FWLRF). The grant administration materials (attached) include a guidance document, a <br />program overview, application forms, evaluation criteria, a budget form, and a contract template. The <br />grant materials have been revised to ensure that applicants would appropriately consider the provision of <br />adequate protection of stream restoration projects and the adjacent floodplain against 100-year flood <br />events. <br /> <br />The Grant Pack documents are on the CWCB L drive, but have been copied and placed in the front cover <br />of the Board Members' notebooks for review.. <br /> <br />Water Quality/Water Quantity Coordination Updates: <br /> <br />Water Quality Control Commission's consultation request. As reported in November 2006, the <br />WQCC requested consultation from the SEO and CWCB concerning temperature criteria and <br />standards in the Basic Standards and Methodologies for Surface Water, Regulation #31, that <br />included assertions that the proposed revisions have the potential to materially injure exercise of <br />water rights. The WQCC's rulemaking hearing took place on Jan 8, 2007. Over 39 parities <br />participated in the hearing. Before drafting a response, the CWCB and SEa staff reviewed a <br />number of prehearing, supplemental, and rebuttal statements submitted by the parties in this hearing <br />and also met with the Water Quality Control Division ("WQCD") staff and attorneys. A copy of the <br />SEO/CWCB response is attached. <br /> <br />Water Quality-Water Quantity Coordination Meeting. The water quality-water quantity . <br />coordination meeting took place at the Colorado Department of Agriculture on December 4, 2006. <br />A copy of the meeting summary is attached for your review. The next water quality-water quantity <br />coordination meeting is scheduled for January 31, 2007. <br /> <br />proundwater Commission Meeting: The Colorado Groundwater Commission will meet in Denver on <br />February 16,2007 at the Parker Water and Sanitation District, 18100 E.; Woodman Drive in Parker. <br /> <br />bwc Annual Convention: The Colorado Water Congress 49rh Annual Convention will be held January <br />I <br />25 - 26, 2007 at the Denver International Airport Hotel and John Q. Hammonds Convention Center in <br />I <br />Denver. The Convention is entitled "The Path That Lies Ahead, " and topics include, but are not limited <br />to: climate change and water supply planning, endangered species recovery programs, and statewide <br />~ater supply initiative reports.
