Water Supply Planning and Finance Section - New Loans
Town of DeBeque -Irrigation System Improvements Project

Introduction

The Town of DeBeque, acting by and through its new Irrigation System Enterprise Fund, is
requesting a loan from the CWCB in the amount of $250,000 for the Irrigation System Improvements
Project (Project). The Project is expected to cost $370,000 and provide an improvement to the
Town's irrigation water delivery system. The Town currently delivers irrigation water to its customers
via a secondary water supply system. The improvements will increase delivery quantity and
efficiency and will also reduce the demand on the Town's drinking water supply. The loan request is
for approximately 70% of total project costs. Construction of the pipeline and pump station is
expected in early 2007. See attached Project Data Sheet for a location map and a project summary.

BackQround

The Town of DeBeque is located approximately 30 miles east of Grand Junction. The Town serves
480 residents with sewer and water. The present irrigation system serves approximately half of the
Town's residents however the system is often low on pressure and unreliable. In addition to
increasing system reliability, this project will help utilize a recently acquired 3.5 cfs surface water
right on the Colorado River. This right, combined with the 1.7 cfs right from Roan Creek, will serve
the needs of the 480 residences, two schools and a cemetery.

The Town has an agreement with the Bluestone Irrigation District to assist in the installation costs of
the new pipeline in exchange for the opportunity to pump District water through the system to take
advantage of a new and more reliable point of diversion.

The Town anticipates creating an Irrigation System Enterprise Fund to make improvements to the
system, which has historically been operating under the Town's Utility Enterprise Fund. A $2 per
