The Project is expected to cost $370,000 and provide an improvement to the <br />Town's irrigation water delivery system. The Town currently delivers irrigation water to its customers <br />via a secondary water supply system. The improvements will increase delivery quantity and <br />efficiency and will also reduce the demand on the Town's drinking water supply. The loan request is <br />for approximately 70% of total project costs. Construction of the pipeline and pump station is <br />expected in early 2007. See attached Project Data Sheet for a location map and a project summary. <br /> <br />BackQround <br /> <br />The Town of DeBeque is located approximately 30 miles east of Grand Junction. The Town serves <br />480 residents with sewer and water. The present irrigation system serves approximately half of the <br />Town's residents however the system is often low on pressure and unreliable. In addition to <br />increasing system reliability, this project will help utilize a recently acquired 3.5 cfs surface water <br />right on the Colorado River. This right, combined with the 1.7 cfs right from Roan Creek, will serve <br />the needs of the 480 residences, two schools and a cemetery. <br /> <br />The Town has an agreement with the Bluestone Irrigation District to assist in the installation costs of <br />the new pipeline in exchange for the opportunity to pump District water through the system to take <br />advantage of a new and more reliable point of diversion. <br /> <br />The Town anticipates creating an Irrigation System Enterprise Fund to make improvements to the <br />system, which has historically been operating under the Town's Utility Enterprise Fund.
