House <br />Bill 05-1254 created the Water Efficiency Grant Progmm Cash Fund, to be administered by the <br />Board. The grant monies may be awarded to: 1) Covered entities to aid in achieving the goals <br />outlined in their locally adopted Water Conservation Plans; or 2) Public and private agencies <br />whose primary purpose is to promote the benefits of water resource conservation for education <br />and outreach aimed at demonstrating the benefits of water efficiency. Further, the Guidelines <br />define water conservation to mean broadly water use efficiency, wise water-use, water <br />transmission and distribution syStem efficiency, and supply substitution. The objective of water <br />conservation is a long-term increase in the productive use of water supply in order to satisfy <br />water supply needs without compromising desired water services. <br /> <br />Summary of Proposal <br /> <br />The OWCDP received a Water Efficiency Grant application from the Douglas County Water <br />Resource Authority (DCWRA), a political subdivision of the State, whose primary principal is <br />water resource conservation, located in Douglas County, Colorado. The DCWRA grant <br />application seeks $64,800 from the Water Efficiency Grant Program to mass produce and mail, <br />via post, an educational Xeriscape DVD to all single family residences in Douglas County and <br />selected portions of neighboring Arapahoe County as a component of their water conservation <br />education and outreach efforts.
