Barbara Biggs and <br />John Redifer voted for the motion. The motion was not approved (2-7). <br /> <br />Meeting Recessed 2:30 p.m. <br /> <br />Wednesday, November 15,2006 <br />Reconvened: Call to Order 8:00 a.m. <br /> <br />A RICD Rulemaking Hearing of the Colorado Water Conservation Board (CWCB) was <br />convened at the Red Lion Hotel DIA at 4040 Quebec Street, Denver, Colorado 80216. The <br />meeting was called to order by Chair John Redifer. Eight voting members were present at the call <br />to order so a quorum was present (at least six required). Voting Board members present were <br />Chair John Redifer, Vice Chair Travis Smith, Keith Catlin, Don Schwindt, Harold Miskel, Carl <br />Trick, Eric Wilkinson, and Barbara Biggs. Ex Officio members present or represented were <br />CWCB Director Rod Kuharich, CWCB Deputy Director Dan McAuliffe, and Deputy Attorney <br />General Casey Shpall. <br /> <br />Tape 3, Track 1 00:00:00 - 00: 15:05 <br />Action: A motion was made by Harold Miskel and seconded by Barbara Biggs to <br />approve and adopt the revised RICD rules as presented and explained by Staff, <br />including the Statement of Basis and Purpose, and including the instructions <br />authorizing Staff to work with the Attorney General's Office to finalize the RICD <br />rules.
