Tables 2 and 3 above, show that the year-round flow recommendation of 1.2 cfs is available at
least 50% of the time in all months.

Precipitation Data
Staff reviewed a local precipitation data set from Salida, CO (see Precipitation Data in Appendix
C). Table 3 shows the water year and the percent of average precipitation recorded at this site.

Table 3: Precipitation Data as a percentage of Average.

Elevation = 7050
Lat 38 32 00
Long 106 00 00
Year Salida
1913 139%
1914 122%
1915 147%
1916 ?
1917 63%
1918 106%
1919 113%
Average 115%

It is staffs opinion that the 6 years of stream-flow data analyzed is representative of slightly
above average water-years.

Existing Water Right Information

Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office
(DEO) to identify any potential water availability problems. There are no decreed surface
diversions within this reach of stream. Based on this analysis staff has determined that water is
available for appropriation on Fourmile Creek, between the confluence of Little Fourmile Creek
and the confluence of Arkansas River, to preserve the natural environment to a reasonable degree
without limiting or foreclosing the exercise of valid existing water rights.

- 5 -
