Table 2 shows that the summer flow recommendation of 2.25 cfs is available at least 50% of the
time from April through August. Table 2 also shows that the winter flow recommendation of
1.45 cfs is available at least 50% of the time from September through March.

Precipitation Data
Staff reviewed a local precipitation data set from Salida, CO (see Precipitation Data in Appendix
C). Table 3 shows the water year and the percent of average precipitation recorded at this site.

Table 3: Precipitation Data as a percentage of Average.

Elevation = 7050
Lat 38 32 00
Long 106 00 00
Year Salida
1911 149%
1912 115%
1913 139%
1914 122%
1915 147%
1916 ?
1917 63%
1918 106%
Average 120%

It is staffs opinion that the 8 years of stream-flow data analyzed is representative of slightly
above average water-years.

Existing Water Right Information

Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office
(DEO) to identify any potential water availability problems. There are three decreed surface
diversions within this reach of stream (Murphy, Friend and Berg Ditches). According to the
DEO, senior downstream diversions should pull enough water through the reach to satisfy the
recommended instream flow amount. Based on this analysis staff has determined that water is
available for appropriation on Little Cochetopa Creek, between the Headwaters and the
Confluence with Spruce Creek, to preserve the natural environment to a reasonable degree
without limiting or foreclosing the exercise of valid existing water rights.

- 5 -
