There <br />were good opportunities for cloud.seeding activities during November, which was <br />the only month during the DW Program's operational period when the target area <br />precipitation was greater than the 1971-2000 average, December 2003 and <br />early January 2004 had about average precipitation over the target area; this was <br />followed by a 2-week dry spell in mid-January, February 2004 had good cloud- <br /> <br />13 <br />
