Administrative and/or legal work to organize the institutional framework <br />. Assist in design of transfer strategy <br />. Assist in acquisition of water or land <br />. In general <br />there has been overwhelming support for the program. While there is likely to be <br />proponents and opponents to the proposed program it is clear that without financial <br />assistance to help advance "on the ground" alternatives to pennanent dry-up the trend <br />toward permanent dry-up will continue. <br /> <br />Staff Recommendation <br /> <br />Staff recommends the Board approve $1.5 million dollars for inclusion in the 2007 <br />Projects Bill to be used to develop and implement a competitive grant program to advance <br />alternative agricultural transfers to permanent agricultural dry-up.
