<br />. <br /> <br />. <br /> <br />. <br /> <br />:"a~' <br /> <br />.~ <br /> <br />Adopted by the Board July 18,2005 <br />Revised by the Board January 24, 2006 <br /> <br />GUIDELINES FOR THE WATER EFFICIENCY GRANT PROGRAM <br /> <br />1. Background <br /> <br />House Bill 05-1254 adopted by the 2005 Colorado General Assembly, created the Water <br />Efficiency Grant Program Cash Fund, which will be administered by the Colorado Water <br />Conservation Board ("Board"). This Fund, which will consist of up to $500,000 per year for each <br />of the next three fiscal years (2006, 2007, and 2008) may be distributed to the following: <br /> <br />. Covered entities to aid in achieving the goals outlined in their locally adopted Water <br />Conservation Plans; and <br />. Public and private agencies whose primary purpose is to promote the benefits of water <br />resource conservation for education and outreach aimed at demonstrating the benefits of <br />water efficiency. <br /> <br />Further, the Colorado General Assembly has indicated that water conservation means water use <br />efficiency, wise water use, water transmission and distribution system efficiency, and supply <br />substitution. The objective of water conservation is a long-term increase in the productive use of <br />water supply in order to satisfy water supply needs without compromising desired water services. <br /> <br />Nate that this is a short term funding program that may re(juire the guidelines to be <br />revisited regularly to allow far revisions and updates from time to time as applieant <br />demand and Board needs dietate. <br /> <br />2. Intent of the Board <br /> <br />It is the explicit intent of the Board to work with public and private agencies, water users and <br />local entities to increase meaningful water conservation in the state by: <br /> <br />. Increasing the number of local entities with CWCB approved water conservation plans; <br />. Improving the nature and breadth of water conservation practices at the locallevei; and <br />. Increasing the amount of technical assistance that the CWCB provides to local entities. <br /> <br />With these objectives in mind, the Board intends to administer the Water Efficiency Grant <br />Program for the purpose of providing financial assistance to both: covered entities with locally <br />adopted Water Conservation Plan that have specified water efficiency (or savings) goals in <br />accordance with 937-60-126 CRS; and agencies that have as their primary purpose to promote <br />water resource conservation which desire to fund education and outreach aimed at demonstrating <br />the benefits of water efficiency. <br />
