Fund monies may be awarded to: I) Covered entities to aid in achieving the <br />goals outlined in their locally adopted Water Conservation Plans that comply with ~37-60-126 or 2) <br />Public or private agencies whose primary purpose is to promote the benefits of water resource <br />conservation for education and outreach aimed at demonstrating the benefits of water efficiency. <br /> <br />On July 18, 2005, the Board adopted the Guidelines for the Water Efficiency Grant Program. On <br />January 24,2006 the Board revised Application and Award Timing section of the Guidelines. Since <br />the last Board revision, the OWCDP staff has identified additional sections within the Guidelines <br />where the language needs to be clarified for applicants. Proposed changes mimic most of the <br />changes being recommended for the Guidelines for Financial Assistance to Covered Entities to <br />Develop Water Conservation Plans. The following general categories are considered to be areas <br />where further explanation is necessary: project description, project budget, progress reports, <br />matching funds, and payment. <br /> <br />. <br /> <br />Summary of Guideline Amendments <br />1) The OWCDP staff is requesting that the Board amend the Application Submittal Requirements, <br />section 4 (b) (6) & 4 (b) (7), ofthe Guidelines. Resulting from ongoing dialogue with the <br />Purchasing Department regarding the necessary components of all submitted invoices and <br />supporting documentation, the OWCDP proposes to clarify the term "description of the Project" <br />by referring to it as the scope of work and requiring that the project budget accurately reflect the <br />Rood Protection.
