Proposed Revisions to Guidelines for the Water Efficiency Grant Program

The Water Efficiency Act of2005, under HB 04-1254, created the Water Efficiency Grant Program
Cash Fund, which is to be administered by the CWCB's Office of Water Conservation & Drought
Planning (OWCDP). Fund monies may be awarded to: I) Covered entities to aid in achieving the
goals outlined in their locally adopted Water Conservation Plans that comply with ~37-60-126 or 2)
Public or private agencies whose primary purpose is to promote the benefits of water resource
conservation for education and outreach aimed at demonstrating the benefits of water efficiency.

On July 18, 2005, the Board adopted the Guidelines for the Water Efficiency Grant Program. On
January 24,2006 the Board revised Application and Award Timing section of the Guidelines. Since
the last Board revision, the OWCDP staff has identified additional sections within the Guidelines
where the language needs to be clarified for applicants. Proposed changes mimic most of the
changes being recommended for the Guidelines for Financial Assistance to Covered Entities to
Develop Water Conservation Plans. The following general categories are considered to be areas
where further explanation is necessary: project description, project budget, progress reports,
matching funds, and payment.

Summary of Guideline Amendments
1) The OWCDP staff is requesting that the Board amend the Application Submittal Requirements,
section 4 (b) (6) & 4 (b) (7), ofthe Guidelines. Resulting from ongoing dialogue with the
Purchasing Department regarding the necessary components of all submitted invoices and
supporting documentation, the OWCDP proposes to clarify the term "description of the Project"
by referring to it as the scope of work and requiring that the project budget accurately reflect the
Rood Protection. Water Supply Planning and Finance. Stream and Lake Protection
Water Supply Protection. Conservation and Drought Planning
