<br />~ <br /> <br />Adopted by the CWCR May 25, 2005 <br />Revised by the Board January 24, 2006 <br /> <br />. <br /> <br />The Office's efforts will inclide making ,:/at@r user and FFH:lRioipal aRd special district gr01:lpS <br />aware of the grant program, as \'/ell as professional groups, to stimulate demand and encourage <br />applications. <br /> <br />b) Re Appropriation of Funds <br />Demaad f{)r mORies ideRtified by the two pHases of graRt applicatieRs reoeives annually ".ill be <br />used to support a request for the unobligated balance of the five perceRt share of the operatioRal <br />accouRt of the Se"'eraRee TaJl Trust Fund in MarcH of each year by the Board. <br /> <br />e) Day to day Administration of the Grant Program <br />The Office and other Board staff, as necessary, ',vill hansle day to say ,^.dministration of the grant <br />program. ,^.dministration responsibilities of the Office and the CWCB will include: <br /> <br />i) ManagemeRt and accounting f-or the moneys iR the grant program; <br />ii) Disbursement aRd tracking of grant paymeRts to grantees, expenses, and allocations; <br />iii) Notification to sueeessful aRd I:lnsuccessful applicaRts of the disposition of their <br />applications; <br />iv) Review of progress aRd final project reports; <br />v) Fl:lnd compliaRce assuranee, iRcluding project termiRation if necessary; <br />vi) Project doseout for eaeh projeet induding, but not limited to, project filiRg, digitizing <br />aRd posting of tHe Final PlaR OR the Boars web site, final payment, aftd determination of <br />level of reimbursement, if appropriate; and <br />vii) Preparation ef an arumal report to the Boars regarding the graftt program. <br /> <br />(j. Other Considerations <br /> <br />. <br /> <br />a) Sehedule <br />No funded projeot '.vill b@ allowed to extend over more than ORe ealendar year from the date of <br />the grant award. If data eoll@ction aRd system eharacterizatioR activities are Reeded by the <br />J31aBlling entity to forward more effeetive 'Hater eORservation, theR tasks for tHese efforts 't'/ill <br />need to be iReorporated iRto tHe plaR for imJ3lemefltation. <br /> <br />b) Matehing Funds <br />Entities requesting funding under this J3rogram ,....ill need to Have and/or demonstrate the ability to <br />provide 25% of the plan development Bl:lsget with matCHing funds, either as caSH or in kind <br />services or through payment of eonsulting fees or any eomeination thereof. The Board will <br />consider applications with a reduced level of matching funds; however these applicants ,....ill need <br />to demonstrate financial hardship to be eligible for a Board waiver of the matehing fund <br />requirement. <br /> <br />e) Matehing Fund Reimbursement <br />If funds are available, the Board will reimbl:lrse the planning entity witH up to 50% of the <br />matching funds used on a single proj@ct if the planning entity utilizes the planning steps, or some <br />semblance thereof, as encouraged in the Water Conservation PlaR Development Guidanc@ <br />Doe1:lmeRt developed and promotes by the Office, iR preparation of the eRtity's Water <br />Conservation Plan, and the plan developed by the eRtity is reviewed and appro'led by the Offiee. <br /> <br />d) Payment The CWCB will make bet'.yeen 1 and 1 payments during the term of tHe project <br />from this graRt program to the planning eRtity that has been a'.varded funds, as requested by each <br />. applicant in its application.
