Develop Water Conservation Plans <br /> <br />Backe:round <br />The Water Conservation Act of2004, under HB 04-1365, created a mechanism for the Colorado <br />Water Conservation Board (CWCB) to appropriate and expend such revenues as are necessary <br />from the unobligated balance of the five percent share of the operational account of the <br />Severance Tax Trust Fund for purposes of the Office of Water Conservation and Drought <br />Planning (OWCDP) providing financial assistance to covered entities to develop water <br />conservation plans that meet the provisions of ~37-60-126 c.R.S., thus creating the Water <br />Conservation Planning Grant Program. <br /> <br />On May 25,2005, the Board adopted the Guidelines for Financial Assistance to Covered Entities <br />to Develop Water Conservation Plans. On January 24, 2006 the Board revised the Application <br />and Award Timing section ofthe Guidelines. Since the last Board revision, the OWCDP staff <br />has identified additional sections within the Guidelines where the language needs to be clarified <br />for applicants. The following general categories are considered to be areas where further <br />explanation is necessary: project description, project budget, progress reports, matching funds, <br />and payment. <br /> <br />. <br /> <br />Summary of Proposed Guideline Amendments <br />1) The OWCDP staff is requesting that the Board amend the Application Submittal <br />Requirements, section 4 (b) (6) & 4 (b) (7), of the Guidelines. Resulting from ongoing <br />dialogue with the Purchasing Department regarding the necessary components of all <br /> <br />Flood Protection. Water Supply Planning and Finance. Stream and Lake Protection <br />Water Supply Protection. Conservation and Drought Planning <br />
