Proposed Revisions to Guidelines for Financial Assistance to Covered Entities to

The Water Conservation Act of2004, under HB 04-1365, created a mechanism for the Colorado
Water Conservation Board (CWCB) to appropriate and expend such revenues as are necessary
from the unobligated balance of the five percent share of the operational account of the
Severance Tax Trust Fund for purposes of the Office of Water Conservation and Drought
Planning (OWCDP) providing financial assistance to covered entities to develop water
conservation plans that meet the provisions of ~37-60-126 c.R.S., thus creating the Water
Conservation Planning Grant Program.

On May 25,2005, the Board adopted the Guidelines for Financial Assistance to Covered Entities
to Develop Water Conservation Plans. On January 24, 2006 the Board revised the Application
and Award Timing section ofthe Guidelines. Since the last Board revision, the OWCDP staff
has identified additional sections within the Guidelines where the language needs to be clarified
for applicants. The following general categories are considered to be areas where further
explanation is necessary: project description, project budget, progress reports, matching funds,
and payment.

Summary of Proposed Guideline Amendments
1) The OWCDP staff is requesting that the Board amend the Application Submittal
Requirements, section 4 (b) (6) & 4 (b) (7), of the Guidelines. Resulting from ongoing
dialogue with the Purchasing Department regarding the necessary components of all
