CWCB stafTwill monitqr and report on expenditures on cloud seeding by the . <br />CWCB, Lower Basin States, and local water ~sers over the next few years. There is potential that <br />additional CWCB and out-of-state funding might not further develop or enhance cloud seeding programs <br />and might only lead to a state subsidy and the historic total program costs and level of effort will remain <br />the same. If water user participation this wint~r starts to dry up, then the CWCB should adopt a policy to <br />match water users dollar for dollar up to their fair apportionment ofthe CWCB non-reimbursable <br />investment totals. If approved, the funding wiJI be used as non-reimbursable investments to water users <br />that participate in cloud seeding programs. <br /> <br />Staff Request <br />StafTrequests that the finance committee mem~ers acknowledge: 1) existing local support for cloud <br />seeding cost share grants; 2) recent multi-state collaboration through the Colorado River 7 Basin States <br />Negotiations; and, 3) the need to expand state funding for weather modification activities and studies. <br /> <br />Staff Recommendation <br />Staff recommends that the Board request that the General assembly authorize $150,000 from the <br />Construction Fund to be appropriated to the CWCB Weather Modification Permitting Program to be <br />used for non-reimbursable investments to assist water providers in the development of weather <br />modification activities. <br /> <br />. <br /> <br />.,1. <br />" <br /> <br />Flood Protection.
