Platte Valley Irrigation Company - New Equalizer Reservoir Project

Introduction

The Platte Valley Irrigation Company (PVIC) is applying for a $2,365,000 loan from the Severance
Tax Trust Fund Perpetual Base Account to construct an equalizer reservoir, the Platte Valley
Reservoir No.1, and to add additional measurement and control structures on their main ditch.
The estimated total cost of the project is $2,628,600. Please see the attached Project Data Sheet.

Backaround

The PVIC service area includes approximately 14,832 acres of irrigated farm land in Weld
County starting near Platteville and extending along the east side of State Highway 85 north and
east for approximately 15 miles. The land in the project service area is primarily private farms,
ranches, and some individual home sites. All of the agricultural land serviced by the PVIC is
privately owned, and the stock ownership is currently 100% agricultural. Crops grown in the
service area include corn, beets, grain including oats, wheat and barley, alfalfa hay, and
potatoes.

PVIC diverts water for irrigation from the South Platte River near Platteville. They share a
jointly-owned headgate with Farmers Reservoir and Irrigation Company (FRICO) located on the
east bank of the South Platte River in Sec.19, T2N, R66W. The two companies share the same
jointly-owned channel (the Platte Valley Canal) for approximately 10 miles to a bifurcation
structure. At that point, the Evans NO.2 Ditch, owned by PVIC, serves to deliver water to
irrigated lands under the ditch. The Evans NO.2 Ditch is about 15 miles long and terminates at
the inlet to Lake Christina, which is owned by FRICO. The Company has a part ownership in
Sand Hills Reservoir to store up to 400 acre-feet of Colorado-Big Thompson (CBT) water. They
