The Colorado Water for the 21st Century Act also established the Interbasin Compact
Committee (IDCC). The Governor has appointed Russell George as the Director of
Compact Negotiations, the roundtables have chosen their IDCC representatives, and the
executive and legislative branches of government have made their appointments.

With the roundtables and the IDCC fully formed, the structures are in place to
comprehensively address water issues throughout the state. The coming months will be
marked by an impressive array of activities. Many of the roundtables are assessing
their water interests as a basin, utilizing the information from Statewide Water Supply
Initiative (SWSI) and other studies to complete a basin wide water needs assessment,
working with Colorado Water Conservation Board (CWCB) to analyze alternatives for
meeting identified water needs, and making recommendations on how to meet their
water needs to the IDCe. Roundtables are also positioned to analyze and respond to
projects or processes that are voluntarily brought before them by other entities.

The IDCe's work has primarily focused on writing and submitting a Charter to
legislature. The IDCC's charter was approved on April 5, 2006 and approved by the
second assembly through HB06-1400. This Charter will govern and guide water
negotiations between roundtables, articulates the role of the IDCC, and forms the
framework and foundational principles to guide voluntary negotiations between
roundtables. The IDCC will also guide the public education and outreach efforts of this
process. Working groups have been established to spearhead efforts with regard to
public education, roundtable needs assessments, and establishing criteria and guidelines
associated with allocating money provided for in Senate Bill 06-179.
