<br />Executive Summary <br />Interbasin Compact Committee Annual Report <br />-_.~, : ' <br /> <br />and presentations to help roundtable members <br />understand SWSI. A Water Supply and Needs Rep~rt <br />based on SWSI has been produced for each Basin <br />Roundtable, summarizing and compiling all of the <br />information in SWSI relevant to that basin. <br /> <br />In addition to nine Basin Roundtables, the Act created the <br />IBCC, a 27-member committee established to facilitate <br />conversations between basins and to address statewide <br />issues. The IBCC is built out of the Basin RoundtaQles <br />and will bring the issues of each Basin Roundtable to a <br />statewide forum, The first major task undertaken by the <br />IBCC was the development of a Charter to "govern and <br />guide all negotiations between Basin Roundtables." On <br />April 5, 2006, the IBCC adopted a Charter fulfilling, its <br />obligation in C.R.S. 37-75-105. The IBCC referred'the <br />Interbasin Compact Charter to the Colorado General <br />Assembly on April 6, 2006, and the Charter was approved <br />through HB 06-1400, <br /> <br />On June 30,2006, the IBCC approved a set of Bylaws <br />governing its actions, and outlining its decision-making <br />process. I <br /> <br />During 2006, the IBCC balanced the need to me~t <br />procedural milestones, such as the creation of a Charter, <br />Bylaws, and development of Water Supply Reser:ve <br />Account Criteria and Guidelines, with the need to fully <br />discuss the roles and purpose of the committee and <br />create a vision for the IBCC in the months and years to <br />come. Throughout the year the IBCC brainstorm~d topics <br />and issues it would like to address. These are outlined in <br />Appendix J. : <br /> <br />CONI <br /> <br />ES-2 <br /> <br />Each Basin Roundtable is progressing at its own <br />appropriate pace and addressing the issues they deem <br />most pressing. However, all Basin Roundtables will <br />predominately spend their time in the upcoming year on <br />three issues with varying emphasis from roundtable to <br />roundtable. These anticipated activities for 2007 include: <br /> <br />. Continued Basin Roundtable education, including <br />educational presentations on issues of concern within <br />the basin, future water uses, and issues that impact <br />neighboring basins or Colorado as a whole; <br /> <br />. Work on their basin-wide water needs assessments, <br />including drafting requests for assistance from the <br />needs assessment contractor selected by the IBCC to <br />fill in gaps in available information; and <br /> <br />.
