understand SWSI. A Water Supply and Needs Rep~rt
based on SWSI has been produced for each Basin
Roundtable, summarizing and compiling all of the
information in SWSI relevant to that basin.

In addition to nine Basin Roundtables, the Act created the
IBCC, a 27-member committee established to facilitate
conversations between basins and to address statewide
issues. The IBCC is built out of the Basin RoundtaQles
and will bring the issues of each Basin Roundtable to a
statewide forum, The first major task undertaken by the
IBCC was the development of a Charter to "govern and
guide all negotiations between Basin Roundtables." On
April 5, 2006, the IBCC adopted a Charter fulfilling, its
obligation in C.R.S. 37-75-105. The IBCC referred'the
Interbasin Compact Charter to the Colorado General
Assembly on April 6, 2006, and the Charter was approved
through HB 06-1400,

On June 30,2006, the IBCC approved a set of Bylaws
governing its actions, and outlining its decision-making
process. I

During 2006, the IBCC balanced the need to me~t
procedural milestones, such as the creation of a Charter,
Bylaws, and development of Water Supply Reser:ve
Account Criteria and Guidelines, with the need to fully
discuss the roles and purpose of the committee and
create a vision for the IBCC in the months and years to
come. Throughout the year the IBCC brainstorm~d topics
and issues it would like to address. These are outlined in
Appendix J. :

Each Basin Roundtable is progressing at its own
appropriate pace and addressing the issues they deem
most pressing. However, all Basin Roundtables will
predominately spend their time in the upcoming year on
three issues with varying emphasis from roundtable to
roundtable. These anticipated activities for 2007 include:

. Continued Basin Roundtable education, including
educational presentations on issues of concern within
the basin, future water uses, and issues that impact
neighboring basins or Colorado as a whole;

. Work on their basin-wide water needs assessments,
including drafting requests for assistance from the
needs assessment contractor selected by the IBCC to
fill in gaps in available information; and

. Examining proposed solutions to their identified water
challenges, and making full use of the funds allocated
under SB 06-179 to begin addressing their water
needs.

Table ES-1, on the following page, summarizes the
accomplishments of the Basin Roundtables and the
IBCC,
